The HR Manager plays a key leadership role in supporting our construction workforce and ensuring effective HR operations across the company. This role is responsible for supervising the HR Assistant, supporting field and office personnel, managing compliance with employment laws and visa regulations, benefit administration, and implementing HR practices that align with business needs. The HR Manager also oversees the company’s H-2B visa program, ensuring the timely and compliant hiring of seasonal foreign workers critical to our field operations.

Key Responsibilities:

Recruitment & Workforce Planning

  • Lead full-cycle recruitment for field and office positions, including job posting, sourcing, interviewing, and selection
  • Represent the company at industry job fairs, trade school events, and community hiring initiatives
  • Manage pre-employment processes including background checks, MVRs (Motor Vehicle Records), and onboarding documentation
  • Coordinate onboarding and new hire orientation programs tailored to the construction environment

Performance Management

  • Manage performance review processes, including soliciting feedback from supervisors and peers
  • Draft and deliver performance reviews, schedule review meetings, and implement resulting pay changes
  • Collaborate with foremen and managers to ensure reviews reflect jobsite performance and project contributions

Training & Workforce Development

  • Research, evaluate, and schedule training programs for field and administrative staff
  • Support safety training initiatives in coordination with Safety and Operations teams
  • Maintain training records for compliance and workforce development

Compliance & Labor Regulations

  • Ensure HR practices align with federal and state labor laws, including Department of Labor (DOL) requirements
  • Perform annual I-9 audits and maintain compliance with OSHA, EEO, and wage & hour regulations
  • Create, update, and enforce HR policies and employee handbooks

Employee Relations & Support

  • Address employee concerns related to jobsite behavior, personal matters, and workplace disputes
  • Facilitate conflict resolution, employee counseling, and EAP (Employee Assistance Program) services
  • Act as a trusted resource for employees and supervisors on sensitive personnel matters

Benefit Administration

  • Oversee enrollment and updates for health, dental, STD, LTD, life and 401(k) plans
  • Prepare annual census data and support benefit/rate evaluations with brokers or vendors
  • Manage benefit communications and resolve employee inquiries

Immigration & Visa Program Management

  • Administer H2B visa program, including application, tracking, compliance, and coordination with legal counsel
  • Serve as liaison for migrant worker support, including transportation coordination and housing logistics

HR Systems & Payroll Support

  • Support weekly payroll processing and assist with timekeeping or HRMS troubleshooting
  • Maintain and update HRMS system with employee records and benefit data
  • Assist with ACA reporting, including preparation of 1094/1095 forms

Special Projects & Committees

  • Participate in interdepartmental committees focused on safety initiatives, and process improvement
  • Support initiatives to improve HR efficiency, workforce morale, and talent retention
